I use curse, sacriledge, and hurricanes almost exclusively in 00. There's not much that a curse cant completely neutralize, best solo-cloaker***-ratterkiller ship i know of. A dual rep HAM Sac can out-tank, out-cap AND/OR outrun most small gangs...

Bear in mind, with ratting speed of kill is often more important. Certainly you can rat sanchas in an AF or even t1 cruiser, but it will take forever and will be one lag spike or stuck on a roid to kill you. And t1 BC's just are not that expensive...
